WELLESBOURNE and WALTON PARISH COUNCIL
Minutes of The Council meeting on Tuesday 7th November 2017 at 7.30 pm at the Methodist Hall in Bridge Street, Wellesbourne.

Cllr Mrs Prior declared a non-pecuniary interest in 11.1 as a trustee of WSCC

7. Matters arising
Cllr DK reported a meeting with Cllr Saint had been held and will update the Parish Council in due course
Cllr CM enquired if there was any response from Stagecoach yet – none yet

8. Open Session for members of the public to raise any matters of relevance to the Parish
Mrs Hurdman, Valetta Way requested an update on the building of the new surgery

9. County Council matters /District Council matters
Cllr Mrs Parry – report noted
Cllr Mrs Parry reported a street light in Garden Terrace was now repaired, an incident of damage to a car in Newbold Road was reported to her, she has received emails from Cllr CM regarding the Distribution Park and she is supporting the retention of Wellesbourne Children’s Centre.
Cllr Mrs Parry also reported that neighbouring parishes are being encouraged to comment on the Neighbourhood Plan and become a part of the consultation process.
Cllr Mrs Parry reported that Moreton Morrell Parish Council had stated they had received no support from the Lengthsman project.
Cllr Kendall reported that Cllr Saint had sent a letter to Izzy Seccombe urging the withdrawal of proposed closure of Children’s Centres.
Cllr Kendall and Cllr Mrs Parry had attended a meeting with Chedham’s Yard who urgently need volunteers to come forward.

12. Highways, Environment & Emergency committee – Cllr CM
12.1 Chairman’s update
Issues of anti-social behaviour were discussed and the meeting was informed that the police are now patrolling the problem areas more frequently. Various deterrents had been discussed and are being investigated. People were encouraged to report crimes when they are seen. Two groups of people had cleared up after recent vandalism and letters of thanks have been sent. An additional CCTV camera funded with monies from Section 106 from the new Ettington Road development has been discussed to be sited near the underpass / layby to monitor activities. Cllr DK agreed to investigate this.

13. Community Facilities committee – Cllr AP
13.1 Chairman’s update
Solicitors have been contacted about leases and there has been no response regarding queries on Village Hall lease. Under the unilateral agreement leases must be offered before the work commences.
13.2 Handyman/Lengthsman
Applications have been received and interviews will be arranged.

Recommendation that the Council applies for Community Asset Status in respect of Wellesbourne Allotments

Mr Manning of the Allotment Association proposed a vote of confidence in the role the Parish Council have played and thanked The Council for this decision.

14.1 *Chairman’s report – noted.
The list of WALC events was highlighted to Councillors with the recommendation that Councillors should attend appropriate meetings.

15. Boundary Commission – Cllr AP
15.1 Revised parliamentary boundary proposals
It was noted that the concerns raised by The Council had been addressed in the new proposals and that the boundary changes will include Wellesbourne in a much more suitable area.

16.1 Working Party Chairman’s update
A recommendation will be brought to the December Council meeting. Collection of information to be started soon and hoping the Index may be published by March. 65

Vandalism – recurring issue and concern to community. Thank you to residents who cleared up.

18. Cllr and Clerk Exchange of Information
Cllr DK reported concerns from residents regarding dogs on the playing field
Four Councillors to attend Remembrance Service
Cllr RH reported the new footbridge over the brook near Hastings Road is still dangerous as the fence is bent
Cllr VB stated the Z bend signs are obscured on Walton Lane and that a new litter bin is needed
Councillors are welcome to attend Christmas light switch on 25th November from 5pm
